Grand Goave City, Haiti
A cluster-system approach was used to promote the effectiveness of programs in redevelopment of Haiti after the 2010 earthquake. Decided top-down by the influx of NGOs, a project-based approach for development was used where the recovery of Grand Goave City resulted in an inefficient urban structure. The foreign determination resulted in a division of functions on city-scale, where communities were unable to address their stakes and local authorities were used to legitimize single projects. Consequently, new development measures have become increasingly difficult due to the lack of sectoral and spatial prioritization in previous activities. In the relief/ recovery activities of providing wells and shelters, density, diversity and scales were not considered resulting in the lack of connecting various functions on pedestrian and trans-orientated scales. |
