The 2004 tsunami-hit city of Banda Aceh has showed redeveloped districts as enclaves within the city. Although these areas contain high-quality housing and schools, the neighbourhoods have no added value for the city as a whole where density and diversity lack as inputs for lively places. As a result of around 700 local and international NGOs being led by an inexperienced governmental organ, the fast-track policies resulted in a competition amongst non-governmental organizations. The outcome of these bureaucratic disputes is a new urban fabric where 50% of the redeveloped structure is unoccupied as well. The local economic and social support has been destroyed in the NGOs’ pursuit for redevelopment. The lack of comprehensive action resulted in new places not complimenting the existing urban system and thereby lacked to incorporate cultural, social and economic dimensions. |
